Paper ‘Water Policy and Action Plan for India 2020: An Alternative’ was presented to the Planning Commission in 2002, as part of the workshop on Vision 2020. It presents an alternative policy framework suggesting the involvement of communities and people in the management of water resources, and an action plan and schedule to carry out the various tasks and changes suggested considering the challenges of the 21st century.
